In January 2002, The Quebec
Provincial Council has started on a restructuring plan, combining
old scouting districts in to new, larger scouting areas. The
Champlain, South Shore,
and Kanatario Districts were merged in order to create the Abenki
Area. The main reasons for this restructuring include a decline
in membership and a redundancy in middle management roles. The
new area structure will be able to provide more direct support
from scouting management to the local groups.
